All Federal agencies are mandated to use programs that meet those standards. If you are planning on exporting and using in another LMS then SCORM would make this easier. If you want something shiny, then a SCORM package can fit the bill.
However, reporting and grading work better in Moodle and for many educators the standard features do the job perfectly and do not require learning a new program.
